For many first-time homebuyers, even a small reduction in the effective home-loan burden can make a major difference to monthly finances. The Pradhan Mantri Awas Yojana – Urban (PMAY-U) has long been associated with subsidised housing loans, but the rules have changed substantially in recent years.
The old Credit Linked Subsidy Scheme (CLSS), under which eligible borrowers could receive benefits of up to around ₹2.67 lakh, is no longer open for new loans. CLSS for Middle Income Groups ended on March 31, 2021, while CLSS for EWS and LIG borrowers ended on March 31, 2022.
For current homebuyers, the relevant benefit is the Interest Subsidy Scheme (ISS) under PMAY-U 2.0, which became effective from September 1, 2024. Under this scheme, eligible EWS, LIG and MIG households can receive an interest subsidy on qualifying home loans used to purchase, re-purchase or construct a house in an eligible urban area.
Understanding the new limits is important because old articles mentioning 6.5% subsidy, ₹2.67 lakh benefit or income eligibility up to ₹18 lakh refer to the previous CLSS and should not be used for a fresh PMAY-U 2.0 application.

What Is PMAY-U 2.0 Interest Subsidy Scheme?
PMAY-U 2.0 is the current urban affordable-housing programme of the Government of India. It is being implemented for five years from September 1, 2024.
The programme has four main components:
- Beneficiary Led Construction
- Affordable Housing in Partnership
- Affordable Rental Housing
- Interest Subsidy Scheme
The Interest Subsidy Scheme, or ISS, specifically helps eligible households taking home loans from participating banks and housing finance institutions.
The subsidy is available for eligible home loans sanctioned and disbursed on or after September 1, 2024.
Who Is Eligible for PMAY Home Loan Subsidy?
The applicant’s household must belong to the EWS, LIG or MIG income category.
The current annual household-income limits are:
- EWS: Up to ₹3 lakh
- LIG: Above ₹3 lakh and up to ₹6 lakh
- MIG: Above ₹6 lakh and up to ₹9 lakh
Therefore, households with annual income above ₹9 lakh are not eligible for the PMAY-U 2.0 Interest Subsidy Scheme.
For income classification, applicants are required to provide the prescribed self-certificate or affidavit regarding household income.
Current PMAY Home Loan Subsidy Limits
The major limits under ISS are:
| Particular | Current PMAY-U 2.0 Rule |
| Maximum annual household income | ₹9 lakh |
| Maximum eligible home loan | ₹25 lakh |
| Maximum property value | ₹35 lakh |
| Interest subsidy rate | 4% |
| Loan amount on which subsidy applies | First ₹8 lakh |
| Maximum subsidy period | Up to 12 years |
| Maximum carpet area | 120 sq. metres |
| Maximum actual subsidy | ₹1.80 lakh |
| Subsidy payment | 5 yearly instalments |
These limits apply across EWS, LIG and MIG households qualifying under the ISS vertical.
How Does the 4% PMAY Interest Subsidy Work?
The 4% subsidy does not mean that the entire home loan carries an interest rate reduced by four percentage points.
The subsidy is calculated only on the first ₹8 lakh of the eligible home loan, for a period of up to 12 years.
For example, suppose an eligible borrower takes a home loan of ₹20 lakh.
The PMAY subsidy calculation is limited to the eligible first ₹8 lakh. The balance ₹12 lakh continues according to the normal lending terms of the bank.
The maximum actual subsidy that can be released under the current scheme is ₹1.80 lakh. The maximum Net Present Value of the subsidy is ₹1.50 lakh, calculated using the prescribed discount rate.
Is ₹1.80 Lakh Subsidy Paid Immediately?
No.
This is another major difference between the current ISS and the old CLSS structure.
Under PMAY-U 2.0, the subsidy is released in five yearly instalments into the beneficiary’s loan account.
For subsequent subsidy payments, the home loan must remain active, and more than 50% of the principal must still be outstanding at the time of release. The subsidy credited by the lender reduces the loan principal, and the borrower pays EMI on the remaining principal according to the lender’s applicable interest rate.
This means borrowers should not expect to receive ₹1.80 lakh as cash in their savings account.
Maximum Home Loan Allowed
The total home loan can be up to ₹25 lakh to qualify under the ISS vertical.
If the home loan sanctioned exceeds ₹25 lakh, the loan does not meet the prescribed eligibility limit for this subsidy.
Similarly, the value of the house must not exceed ₹35 lakh.
The lender’s assessed property value is important. If the bank or housing finance company assesses the property at more than ₹35 lakh, the loan will not qualify for the subsidy even if the borrower personally believes the property’s value is lower.
Maximum Carpet Area
The house can have a carpet area of up to 120 square metres under the current Interest Subsidy Scheme.
This is considerably different from the carpet-area limits under the old CLSS, which varied according to EWS, LIG and different MIG categories.
Applicants should therefore use the PMAY-U 2.0 limit rather than old CLSS figures when checking a new property.
First-Time Home Ownership Rule
One of the most important eligibility conditions is that the beneficiary family should not own a pucca house anywhere in India.
A beneficiary family generally includes:
- Husband
- Wife
- Unmarried sons
- Unmarried daughters
If any member of the family already owns an all-weather pucca house in any part of India, the household would generally not qualify under PMAY-U 2.0.
This condition should be checked before booking a property on the assumption that PMAY subsidy will be available.
Previous Government Housing Benefit Rule
A household may also become ineligible if it has already received a house under another government housing programme.
PMAY-U 2.0 guidelines state that a beneficiary who has been allotted a house under a housing scheme of the Central Government, State/UT Government or Local Self Government during the previous 20 years is not eligible to receive another housing benefit under PMAY-U 2.0.
Applicants must make a declaration regarding previous housing benefits when applying.
Can the Subsidy Be Used for Buying a Resale House?
Yes. The current ISS guidelines permit eligible home loans for:
- Purchase of a house
- Re-purchase/resale purchase
- Construction of a house
However, the subsidy is available only once for a particular property.
If a previous owner has already received ISS subsidy for that property, a subsequent purchaser cannot claim another ISS benefit for the same house. Participating lenders are required to check the unified portal for this purpose.
This makes checking subsidy history particularly important when purchasing a resale property.
Can Two Family Members Claim Separate Subsidies?
No.
If two or more family members take a joint loan or separate loans relating to the same property, they are treated as one family for calculation of household income and subsidy entitlement.
A family cannot multiply the PMAY benefit simply by having husband and wife apply separately for the same home.
Women Ownership Requirement
PMAY-U 2.0 continues to encourage ownership of houses by women.
Houses acquired or constructed with Central assistance should generally be:
- In the name of the female head of the household, or
- Jointly in the names of the husband and wife.
Where there is no adult female member in the family, the house may be registered in the name of the male member. Widows, unmarried applicants, separated persons and transgender beneficiaries can have the house in their individual name according to the scheme rules.
Applicants should discuss the title structure with the lender before registration rather than trying to correct ownership documents later.
What Happens If You Transfer the Home Loan?
Balance transfer requires special attention.
If a borrower takes the housing loan from one participating lender and later transfers it to another lender, the borrower cannot claim the interest subsidy again.
More importantly, the current guidelines state that even if the borrower did not claim subsidy from the first lender, they will not become eligible to claim it after transferring the loan to another participating lender.
Anyone expecting PMAY subsidy should therefore resolve the subsidy position before making a home-loan balance transfer.
Which Banks Can Provide PMAY Subsidy?
The scheme works through participating Primary Lending Institutions (PLIs).
These can include participating:
- Scheduled Commercial Banks
- Housing Finance Companies
- Regional Rural Banks
- Cooperative banks
- Small Finance Banks
- Other approved housing lenders
The Government has designated Central Nodal Agencies to channel the subsidy through participating lending institutions.
Applicants should confirm that their chosen lender is participating under PMAY-U 2.0 ISS before finalising the loan.
How To Apply for PMAY-U 2.0 Home Loan Subsidy
Step 1: Check Basic Eligibility
Confirm that:
- Household income does not exceed ₹9 lakh.
- Your family does not own another pucca house.
- You have not received an ineligible government housing benefit in the last 20 years.
- House value is not above ₹35 lakh.
- Proposed housing loan is not above ₹25 lakh.
- Carpet area does not exceed 120 sq. metres.
Step 2: Register on the PMAY-U 2.0 Portal
Eligible beneficiaries are required to register their housing demand through the PMAY-U unified web portal.
The application is validated and checked for duplication before being forwarded to the selected participating lender.
Step 3: Select a Participating Lender
Choose the bank or housing finance institution through which you intend to obtain the home loan.
The lender then performs its normal credit assessment.
Step 4: Complete Home Loan Documentation
The lender may check:
- Income
- CIBIL score
- Employment or business income
- Existing EMIs
- Property documents
- Property valuation
- Legal title
- Repayment capacity
PMAY eligibility does not automatically guarantee approval of the underlying home loan.
Step 5: Loan Sanction and Disbursement
For ISS eligibility, the home loan must have been sanctioned and disbursed on or after September 1, 2024.
After loan disbursement and verification, the lender submits the eligible subsidy claim through the prescribed system.
Step 6: Subsidy Is Credited to Loan Account
Once approved, subsidy is routed through the designated Central Nodal Agency and participating lender.
The borrower receives information about the subsidy credit through the registered mobile number. Subsequent instalments continue subject to the prescribed loan and scheme conditions.
Documents Commonly Required
Applicants should generally keep ready:
- Aadhaar
- PAN
- Income proof
- Self-declaration or affidavit of household income
- Bank statements
- Salary slips or business-income documents
- Property agreement
- Property title documents
- Approved building/layout plan where required
- Home loan sanction documents
- Declaration of not owning another pucca house
- Declaration regarding previous government housing benefits
- Details of family members
The lender can request additional documents depending on the borrower’s employment and property.
Old CLSS vs New PMAY-U 2.0 ISS
Homebuyers should be particularly careful with outdated online information.
The old CLSS offered different benefits for EWS, LIG, MIG-I and MIG-II, including the widely advertised maximum subsidy of around ₹2.67 lakh. That CLSS is closed for new borrowers.
The current PMAY-U 2.0 ISS instead provides:
- Household income up to ₹9 lakh
- Home loan up to ₹25 lakh
- House value up to ₹35 lakh
- Carpet area up to 120 sqm
- 4% subsidy on the first ₹8 lakh
- Maximum actual subsidy of ₹1.80 lakh
- Five yearly subsidy instalments
These are the figures a new homebuyer should use in 2026.
Common Reasons PMAY Home Loan Subsidy May Be Rejected
An application can fail if:
- Household income exceeds ₹9 lakh.
- Property value exceeds ₹35 lakh.
- Loan amount exceeds ₹25 lakh.
- Carpet area exceeds 120 sqm.
- Family already owns a pucca house.
- Previous government housing assistance makes the family ineligible.
- Incorrect income information is provided.
- The property has already received ISS benefit.
- The home loan was sanctioned before the eligible date.
- Documents or property approvals are incomplete.
The lender’s home-loan sanction and PMAY subsidy eligibility are separate decisions.
Conclusion
For new homebuyers, the old PMAY Credit Linked Subsidy Scheme has been replaced by the PMAY-U 2.0 Interest Subsidy Scheme. Eligible urban households earning up to ₹9 lakh can receive up to ₹1.80 lakh in interest subsidy, provided the home loan, property value and other eligibility conditions remain within the prescribed limits.
